Election observers provide additional evidence that California’s 2024 Election NEVER should have been certified.
To a professional auditor of integrity who’s done hundreds of audits around the world, there is no way the results in California’s 2024 Election should have been certified.
This opinion is based on years of knowledge in international corporate finance and audit and knowledge gained from the 2020 Election. Here are some of our previously reported reasons for this opinion.
Garbage Voter Rolls
As noted previously, the biggest reason for not certifying California’s election results has to do with voter rolls. One study estimated that 3.8 million records in California’s voter rolls are non-citizens. With 22.6 million registered voters in the state, this is 17% of registered voters.
This estimate was determined by comparing individuals registered in the voter rolls that were born outside the US with the number of individuals who legitimately gained US citizenship. The number of foreign born voters registered in recent years far exceeds the number of naturalized citizens. The cause of this difference is that in California, individuals who apply for drivers licenses are automatically added to the voter rolls (Motor Voter). Many of these individuals are not US citizens. This and the barriers to verifying citizenship have led to millions on the voter rolls who aren’t US citizens.
There is the potential that nearly 1 in 4 voters in the 2024 Election were non-citizens. Voter rolls in California are so bloated with non-citizens, no election can be legitimately certified with these millions of non-citizens embedded in the results.
Ballot Harvesting and Mail-in Ballots
Since California went to ballot harvesting the results have been devastating for the GOP. Heritage reported in 2019:
Vote harvesting is the collection of absentee ballots from voters by a third party who then delivers them to election officials. The term “vote harvesting” was essentially unknown to the general public until the North Carolina State Board of Elections overturned the results of the 2018 election for the Ninth Congressional District due to illegal vote harvesting, what the board called a “coordinated, unlawful and substantially resourced absentee ballot scheme.”
It was also raised as a concern in California after the unexpected losses of Republican-held congressional seats, including in Orange County, a traditional Republican stronghold, where the registrar of voters said that individuals were “dropping off maybe 100 or 200 ballots” at a time.
Ballot harvesting is still in place and all registered voters receive a ballot for the election in the mail. The chain of custody surrounding ballots harvested in the state is not adequate or is non-existent. Who knows where the completed ballots come from.
Voter Identification Non-existent
Not only is it almost impossible to determine where a ballot came from, it is also impossible to determine who the ballot came from. Local governments in the state couldn’t ask for ID’s from voters.
California Governor Gavin Newsom has signed legislation that prevents local governments from requiring voters to present identification at the polls, a law aimed at curbing conservative efforts in cities like Huntington Beach.
Californians literally have no idea who sent in the millions of ballots counted in the 2024 Election.
Weeks of Counting
Another observation about California elections is the weeks of “counting” ballots after the election before the results are certified. America knew the results of the 2024 Election in Florida and Texas on Election night, but not so in California.
On election day at least four US Congressional seats out of six in Orange County showed that the GOP candidate was ahead. But after weeks of counting, three of these candidates lost to Democrats (the 45th, 47th and 49th districts) by a total of approximately 28,000 votes.

The worst scenario was the loss by Michelle Steel. She was ahead for at least 10 days before the election was called for her Democrat opponent.

Every year we hear of these impossible results in California where Democrats overtake GOP candidates days after election day. Why is it always Democrats who “win” these delayed elections?
Election Observers Were Prevented from Challenging Voter Signatures
We can add to the above list this additional lack of transparency. Election observers were prevented from the reasonable ability to observe the 2024 Election. If they identified anything, they lacked the ability to do anything about it.
The California election code is one reason why this is the case. The law (unconstitutionally) prevents observers from identifying issues and challenging results. Their hands are tied. The regulations state the following under section 20873:
f: An election observer has the right to inspect any information available from the voter list that is or should be posted or otherwise available at the polling place or at the office of the elections official pursuant to Elections Code sections 14223 and 14294. However, the inspection shall occur at a time or in a manner which will not impede, interfere, or interrupt the normal process of voting…
j. An election observer has the right to ask questions of the precinct board and receive answers so long as they do not interfere with the conduct of any part of the voting process. If questioning disrupts the execution of the duties of the precinct board, the precinct board may discontinue responding to questions from that observer. The elections official may designate a member of the precinct board to whom an election observer may ask questions at the polling place. If the elections official has not designated a person, or that person is not available, the observer may pose questions to any member of the precinct board. If an answer cannot be provided immediately, the election worker or elections official shall provide an answer as soon as is reasonably practicable.
k An election observer has the right to ask questions and receive answers during the observation of an elections process or activity so long as they do not interfere with the conduct of the elections process or activity being observed. If questioning disrupts the execution of the duties of the elections official, the elections official may discontinue responding to questions from that observer. The elections official may designate a person to whom an election observer may ask questions about the process being observed. If the elections official has not designated a person, or that person is not available, the observer may pose questions to the elections official or to any election worker. If an answer cannot be provided immediately, the election worker or elections official shall provide an answer as soon as is reasonably practicable.
The election workers prevent observers from access to records by claiming they are disrupting operations.
In Orange County, observers were provided the following “cheat sheet” for observers.

Notice how this cheat sheet addresses challenging voter signatures and states “challenges cannot be made to individual voters’ returned ballots“. This indicates that no matter what signature is on a ballot envelope, it cannot be challenged.
Here are some additional comments we received from election observers in California.
1 The Registrar of Voters environment was very hostile
2 Observers were limited to two people per station
3 One observer submitted a challenge card but was not sure if anything was ever done
4 When challenging a procedure one individual was told to address it with the Secretary of State’s office
5 Signatures are approved – if only one letter of the name matches, then it is approved
6 A multitude of ballots approved did not match support and were processed at a very fast rate
7 On group of 30 ballots went through all with the exact same signature
8 Some signatures were docu-signed, electronic signatures and a few were even typewritten
9 One observer stated he was unable to look at any VBM signatures mailed after 10/28 with the explanation that documents contained SSN and Driver License numbers that are confidential
10 Some ballots were filled in with only selections for Harris or Schiff
11 Write in ballots were not filled out in pen but looked typed with same font, same candidates filled in
